Associate Planner (Planning Assistant) | Huntsville, AL

TARCOG is looks for a planning professional to fill the position of Associate Planner. The ideal candidate will have responsibilities including but not limited to conducting studies and prepares reports and plans on assigned community planning and public administration issues; preparing grant applications and other funding proposals using established guidelines and administers funded projects; and providing technical assistance to member governments. This position receives general supervision from the Planning Director. The supervisor sets overall objectives, priorities and deadlines; the employee plans and carries out the successive steps. Work is evaluated from overall standpoint.

RESPONSIBILITIES AND DUTIES:

1. Collects and analyzes information from a variety of reference materials and publications, governmental agencies, businesses, surveys and field research for use in completing grant O applications, studies, and reports. Analyzes/translates census and other statistical data and GIS information into form useable by TARCOG.

2. Prepares grant applications for submission using established guidelines. Assists grantees with project start-up requirements, procuring professional and other contractual services, acquiring parcels, easements or rights-of-way, monitoring construction activities and ensuring compliance with financial requirements. Administers ftnded grant projects in accordance with established program rules, guidelines and procedures. Prepares project closeout documents.

3. Schedules and conducts necessary public meetings/hearings. Attends local government meetings. Meets with appropriate individuals and groups during the different aspects of a project as necessary.

4. Prepares reports and/or studies and coordinates graphics preparation and report production. Establishes and maintains detailed project records. Prepares project summaries, draw downs, and status reports.

5. Provides technical assistance to member governments.

6. Attends seminars, conferences, and workshops as required regarding development and planning activities or as deemed helpful in order to enhance job performance.

Job Requirements

Ability to communicate orally and in writing to exchange information with co-workers, clients, service agencies, state agency personnel, etc.

Ability to make presentations or briefings.

Knowledge and ability to write and print legibly

Knowledge and ability to operate office equipment including telephone, copy machine, fax machine, computer, calculator, plotter and other related equipment.

Ability to read and interpret guidelines and regulations and apply them to the job

Knowledge of principles/uses of GIS.

Bachelor’s Degree from an accredited four year college or university, preferably in the field of planning, geography, landscape architecture, architecture or similar field. Training/experience GIS. Prefer 2 years experience in planning.

A valid driver’s license and a good driving record. Must be insurable under TARCOG’s auto policy.

Salary & Benefits

Salary range: $38,000 – $40,000
