SUMMARY:Regulation of Billboards in the Digital Age
DESCRIPTION:Summary\nThis live webinar will discuss the evolution of billboard regulation from Lady Bird Johnson’s Highway Beautification Act through the current controversy concerning the nationwide proliferation of high intensity Commercial Electric Variable Message Signs better known as digital billboards (DBB) from rural Pennsylvania where there are three digital billboards in a one mile stretch of country road\, to Chicago which approved 30 DBB for $15\,000\,000 in public funding\, to Denver where DBB are completely outlawed\, to the City of Los Angeles where a new sky scraper hotel has been approved with digital wall advertising capability. It will treat DBB as the modernization of an historic nonconforming use in the context of fundamental land use concepts.  \nWe will view the issues evenly through the economic lens of the billboard companies and the aesthetic/safety lens of the regulators and conservationists. We will address the apparent paradox of local municipalities as regulators of advertising\, as lessors of public property used for advertising and as advertisers themselves; and analyze enforcement of sign ordinances and the abatement of illegal signs. The webinar will conclude with covering the recent significant court decisions that have set precedents for the legal limits of DDB\, and focus on the typical legal means by which DDB are approved. \nCM Credits\n1.5 CM credits are available for this event. SUMMARY:Regional Transportation Planning on the California/Baja California Border
DESCRIPTION:Summary\nThis webinar\, which is being co-sponsored by the APA Regional and Intergovernmental Planning Division and Latinos and Planning Division\, is one in a series that will provide training to AICP members on best practices in cross-border regional planning along the U.S. / Mexico border. This first webinar will focus on cross-border regional transportation planning along the California / Baja California border. Speakers will include senior staff members from the following state and regional planning agencies: San Diego Association of Governments (SANDAG); Imperial County Transportation Commission (ICTC); Secretaria de Infraestructura y Desarrollo Urbano del Estado (SIDUE)- Baja California’s state infrastructure and transportation agency; Instituto Metropolitana de Planeación de (IMPLAN) -regional / municipal planning agency for Tijuana; and Instituto Municipal de Investigación y Planeación Urbana de Mexicali (IMIP) – regional / municipal planning agency for Mexicali.  \nSpecific topics to be covered include:  \n\nRoles of and relationships among regional\, state\, and federal transportation planning agencies on the U.S. side of border;\nRoles of and relationships among regional\, state\, and federal transportation planning agencies on Mexican side of border;\nThe overall framework and structure for cross-border planning in San Diego / Tijuana region and Imperial County / Mexicali region;\nOverview of SANDAG Borders Committee and other collaboration mechanisms for interregional planning and project development in San Diego / Tijuana cross-border region (e.g.\, binational stakeholder group meetings\, annual roundtables\, etc.)\nOverview of collaboration mechanisms for interregional planning and project development in Imperial County / Mexicali cross-border region;\nSpecific examples of past and current transportation plans and projects in San Diego / Tijuana region and Imperial County / Mexicali region. \n\nAICP members will learn about the challenging transportation issues facing these cross-border regions (for example\, the San Ysidro / Tijuana port of entry is the busiest land border crossing in the world) and how they are being successfully addressed through unique public agency collaboration mechanisms. They will also learn about efforts to integrate these transportation planning activities into broader comprehensive planning efforts\, such as the “Otay Mesa / Mesa de Otay Cross-border Strategic Planning Program” that was conducted jointly by SANDAG and IMPLAN Tijuana\, which included cross-border public participation activities and led to a jointly adopted strategic plan that addressed environmental\, economic\, and social issues for a rapidly growing portion of the cross-border region.
