Description
The Planner I is responsible for collecting, analyzing, interpreting, and presenting technical planning data related to land use, zoning, environmental concerns, and development projects. Under the supervision of the Senior Planner, this role supports planning initiatives, grant applications, and project implementation for member governments. The Planner I also assists with public meetings, technical assistance, and ensuring compliance with agency standards.
Duties and Responsibilities
Project Administration:
- Assist in collecting and analyzing data from various sources, including publications, governmental agencies, and surveys, to support planning activities.
- Conduct field surveys and assist in preparing planning documents, including graphics and reports.
- Support public hearings to gather citizen input on planning processes.
- Provide technical assistance to member governments for implementing and administering planning documents.
- Attend council, planning commission, and county commission meetings as needed.
- Offer guidance to member governments on public administration topics.
- Analyze census and statistical data to prepare summaries and status reports.
- Attend local government meetings to provide support and updates on projects.
- Assist with mapping activities, including map procurement, preparation, and maintenance.
- Develop planning studies and reports to support new and updated plans, programs, and regulations.
- Assist in reviewing development proposals and site plans for compliance with codes, plans, and regulations.
- Collect statistical data and prepare reports on various planning topics, including census data and land use trends.
- Evaluate zoning requests, ordinance amendments, variances, and other proposals.
- Conduct field evaluations and assessments as required.
Grants Administration:
- Collect and organize information for grant applications, including conducting field surveys for eligibility data.
- Assist in preparing grant applications and managing funded projects from start to close-out.
- Provide support for community and economic development program activities.
Supervisory Responsibilities: This position is not a supervisory position.
Job Requirements
- Knowledge of planning principles, including land use, transportation, environmental planning, and zoning regulations.
- Familiarity with specialized fields such as urban design, economic development, or housing is preferred.
- Strong research and data collection skills.
- Proficiency in Microsoft Office Suite and GIS software, including ArcGIS.
- Effective written and oral communication skills for reports, presentations, and citizen interactions.
- Creative problem-solving skills and the ability to address citizen concerns and inquiries.
- Organizational skills to manage multiple projects simultaneously and meet deadlines.
- Ability to interpret and apply planning regulations to project evaluations and field conditions.
- Experience with graphic design or rendering site plans is desirable.
Qualifications:
- Must possess a Bachelor’s Degree in Planning, Urban Studies, Public Administration, Civil Engineering, GIS, or a related field, with at least one (1) year of related work experience.
- Must possess a valid driver’s license.
- Must be able to travel within and outside of the region for meetings, trainings, and other events.
