SUMMARY:Building a Better PUD: Ten Ways to Create Great Places through Planned Unit Development
DESCRIPTION:Summary\nToo often communities struggle with achieving their development goals through Planned Unit Developments. As a result city planning officials question the value of planned unit zoning regulations. But\, well designed planned unit development regulations and review processes can generate quality development that cannot be easily produced through conventional zoning. \nThis course will provide 10 key lessons on how to optimize local PUD regulations and review processes to foster high quality growth through planned development. The course format will feature interactive exercises and cases studies to help city staff\, planning commission and council members perform their roles more effectively and gain confidence with the PUD approach and the positive results it can generate. \nSpeaker\nWith over 17 years professional planning experience\, Jason Fondren offers municipal\, developer and nonprofit clients a unique understanding of the built environment. His specialty is urban design in city planning\, and his varied work includes citywide and area-specific planning\, code development\, downtown and neighborhood revitalization planning. His exceptional work with KPS has been recognized many times by the Alabama Chapter of the American Planning Association. DESCRIPTION:Summary\nWhat you will learn: \n\nYou’ll get samples of effective commission and board by-laws and learn what they should minimally contain. You’ll learn appropriate rules of procedures\, how to keep your meeting flowing and well-organized in a way that gives your meeting that stamp of professionalism. We’ll discuss recording and documenting meeting activities.\nYou’ll learn some practical and proven means to manage meetings\, how to defuse unruly or disruptive attendees\, and how best to manage large crowds. How to deal with the media on politically charged issues.\nYou’ll learn more about\, and practice some of the latest techniques to resolve conflict amicably.\nYou’ll learn some simple and proven mediation techniques for dealing with contentious disputes – with develops and others.\nWe’ll discuss some of the highlights of recent legislation affecting both commissions and boards.\nYou’ll also hear what changes may be on the horizon for municipal and county planning in Alabama and what they will mean for you as a commission or board member.\nAnd at the end of the day\, you will receive recognition as a “Certified Alabama Planning and Zoning Official” if you have completed the 30 hour course requirements.\n\nSpeaker\nKatherine Ennis recently retired as the Director of Planning & Inspections for the City of Northport\, Alabama\, where she oversaw the administration of the City’s zoning ordinance\, subdivision regulations\, comprehensive plan and building code standards. Katherine has over 28 years of experience in municipal\, county\, and regional planning. In addition to her work with Northport\, Katherine is an elected official sitting on the City Council of the City of Helena\, Alabama. She has also served on Helena’s planning commission\, design review board and chaired their greenway committee. Katherine is a member of the Auburn University Planning Advisory Council\, has served nine years in various positions on the Executive Committee of the Alabama Chapter of the American Planning Association\, currently as its President\, and sits on the Board of Directors of Your Town Alabama. Originally from Louisville\, Kentucky\, Katherine moved to Alabama in 1980. She is a Graduate of Auburn University with Masters Degrees in both Community Planning and Public Administration and holds an undergraduate degree in Marketing. Katherine began her career in public service in 1982 with the City of Auburn where she worked for 18 years in the planning department. In 2000 she joined the staff of Shelby County’s Planning Department as the Senior Planner in charge of land development. DESCRIPTION:Summary\nYour zoning ordinance is arguably the most important device you have to implement your comprehensive plan. It provides you with the means to define the type and intensity of uses permitted on any piece of property. \nYour city’s subdivision regulations govern the manner in which vacant land is platted into streets\, blocks\, and lots in preparation for development. They are\, therefore\, very important in that they establish the street pattern and the type of improvements that must be made as land is brought into urban use. \nIn the “Basic Zoning and Subdivision Regulations” seminar\, you’ll learn the legal basis in Alabama law for regulating the use of land and its subdivision. Therefore\, preparing and adopting a master plan is a mandatory requirement\, not an option. When the comprehensive plan is adopted is must serve as the foundation for the city’s planning program and\, as such\, must be continually reviewed and periodically updated. The National Disaster Recovery Framework (NDRF) is a guide that defines how the whole community will work together following a disaster to best meet the recovery needs of individuals and families\, communities and states.  \nHurricane Irene and Tropical Storm Lee showcased the challenges a community may face in the aftermath of an event. In this session\, we will discuss best practices and lessons learned from the post-disaster recovery plans completed in communities in Pennsylvania. Post-disaster recovery planning forms the foundation for allocating resources and provides the benchmark for progress. It promotes post-disaster organizations to manage recovery in a deliberate and transparent process.  \nThis session will introduce community planners to the concepts and core principles of the NDRF; equip planners and others involved in post-disaster recovery with the tools and techniques needed to design and execute a post-disaster planning process; and will educate planners on how to build community capacity through the post-disaster planning process. SUMMARY:Atlanta's Growing Elderburbia: Rethinking Solutions for an Aging Population
DESCRIPTION:Summary\nDr. Phil Stafford of Indiana University and author of “Elderburbia\, Aging with a Sense of Place in America”\, will lead a discussion about how Atlanta and surrounding cities and towns can find creative and effective ways to plan for an aging population. A panel of local experts on this issue will join Dr. Stafford. \nSpeaker\nDr. Stafford directs the Center on Aging and Community at the Indiana Institute on Disability and Community\, at Indiana University in Bloomington. A cultural anthropologist\, Phil has been active in research\, training\, speaking and publishing around issues of community development for elder-friendly communities for three decades. He is a senior consultant with the AdvantAge Initiative\, a national project that has supported community planning for aging in over 26 U.S communities and recently completed an Administration on Aging-funded statewide demonstration planning grant for the Indiana Division of Aging. Successive to that work\, Stafford chairs a statewide committee entitled Hoosier Communities for a Lifetime\, at the invitation of the Director\, Indiana Housing and Community Development Authority. Currently he provides technical assistance to 14 grantees participating in the U.S. Administration on Aging Community Innovations for Aging in Place initiative. DESCRIPTION:Summary\nRural areas and small towns face many issues — such as declining downtowns\, incompatible development in historic areas\, and loss of natural areas and open space — that can be addressed effectively by smart growth and sustainable planning techniques. As Director of Design at the National Endowment for the Arts from 2003 through 2007\, he oversaw the Mayors’ Institute on City Design and created the Governors’ Institute on Community Design\, a federal program that helps state governors fight suburban sprawl. Prior to joining the Endowment\, Mr. Speck spent ten years as Director of Town Planning at Duany Plater-Zyberk and Co.\, a leading practitioner of the New Urbanism\, where he led or managed more than forty of the firm’s projects. He is the co-author of Suburban Nation: The Rise of Sprawl and the Decline of the American Dream as well as The Smart Growth Manual. He serves as a Contributing Editor to Metropolis Magazine\, and on the Sustainability Task Force of the U.S. Department of Homeland Security.
