SUMMARY:Share local knowledge to design an online decision support tree for climate change tools in the Gulf of Mexico - Alabama
DESCRIPTION:Powerful online tools are available to help planners\, community leaders\, conservation groups and resource managers. These tools help planners and other users understand and visualize the likely effects of heat\, drought\, flooding and sea level rise. Others tools enable planners and other users to identify potential plans and actions to protect citizens\, infrastructure and natural resources. Choosing the online tools that meets a planner’s needs is important. Planners and other decision-makers will work with Northern Gulf of Mexico Sentinel Site Cooperative and project partners to design a new decision-support tree that will help users choose tools. The decision support tree will be a “one stop” website where planners and other users can walk through a series of questions that will help them identify the best tools for their needs. At this event\, planners will share knowledge and be active participants in this project. Planners will express their needs and provide input on planning uses to make the decision-support tree and website a success. During this half-day meeting\, planner will address aspects of the decision-making process: 1) the effects of climate related issues important to planning in your community\, 2) how planners are using climate tools/models\, and 3) the features that will help planners make better choices when using our new online decision-support tree. In about a year\, planners will be invited back to see how participation helped create the final decision-support tree. \nLunch is provided. Registration is online at www.gulfalliancetraining.org by selecting the event link under “Upcoming Workshops.” The project team provides more information about the project at www.ngomssc.org by selecting the “Decision Support Tree” tab. For additional project information\, contact Christina Mohrman\, Northern Gulf of Mexico Sentinel Site Cooperative at cmohrman@disl.org or (251) 861-2141\, ext. 7581. \nThe event is sponsored by the Northern Gulf of Mexico Sentinel Site Cooperative\, the Gulf of Mexico Climate Community of Practice\, the Gulf of Mexico Alliance\, the Grand Bay and Weeks Bay National Estuarine Research Reserves.

SUMMARY:Strong Towns Workshop
DESCRIPTION:Summary\nThe Strong Towns Workshop covers Strong Towns Thinking\, the predicament of funding\, the finance of places\, and understanding transportation and mobility. \nStrong Towns is a non-profit\, non-partisan organization that helps America’s towns achieve financial strength and resiliency. \nThey travel the nation to promote a complete understanding of the costs that are associated with our communities’ methods of growth\, and they advocate to address those costs via productive changes in our pattern of development. \nAgenda\n\n8:00 am-8:30am Registration\n8:30 AM – Workshop Opening and Introductions\n8:45 AM – Introduction to Strong Towns Thinking\n9:00 AM – The Predicament of Funding\n\nFinancing Growth\nFunding Transportation\nQ&A\n\n\n10:30 AM – Break\n10:45 AM – The Finance of our Places Overview:\n Local government decisions are dominated by our desire to experience growth and create jobs\, but what if these short term objectives are undermining the long term health of our cities? This session explains how the way we currently build and finance cities provides an “illusion of wealth” but creates enormous long term liabilities. Participants will learn how local governments can make high return investments and update methods for evaluating the financial viability of a project.Topics Covered: \n\nHow horizontal growth creates an illusion of wealth for local governments\, providing nominal\, near-term\, financial gains in exchange for enormous\, long-term financial obligations.\nHow to identify a financially productive place\, one that produces more wealth for the community than it requires in services and subsidies.\nHow to calculate the public’s return on investment\, the actual dollars that the local government will have returned to it for the dollars that it commits to a project.\nDeveloping an understanding of salvage value and how it is properly applied in the context of a local government project.\nHow grants\, low interest loans and public/private partnerships impact the long term viability of a project.\nHow to build a strong tax base using an incremental public investment strategy that blends low risk / stable return investments with low risk / high return speculation.\n\n\n12:15 PM – Lunch\n1:00 PM – Shared Values: Understanding Transportation and Mobility\n\nOverview: \nInvestments in transportation have long been synonymous with economic growth and job creation. While this was often the case in the early days of highway building\, that correlation is no longer guaranteed\, especially at the local level. With road maintenance liabilities overwhelming federal\, state and local budgets\, a more strategic approach is needed. By understanding the difference between a road and a street\, local governments can spend less money and attain better results\, improving their financial health.Topics Covered: \n\nA brief history of highway engineering\, particularly as it applies to construction of local projects.\nAn introduction to the concept of a stroad\, a street/road hybrid\, and why a stroad is expensive to build\, unsafe to use and financially low yielding.\nHow to build high performance roads.\nHow to build streets that create significant financial value for a community.\nAn understanding of congestion and how it signals different things for roads and streets.\nHow cities can respond to congestion on a limited budget.\nUnderstanding how the concept of a “Complete Street” fits into a financially productive road/street strategy.\n\n\n3:15 PM – Wrap Up\n4:00 PM – Workshop End Time\n\nCM/CAPZO Credits\n6.0 CM credits are available for this event. \nRegistration / More Information\nTo register\, visit RPCGB’s website. \nRegistration is $25\, which includes lunch.  Registration is $225 if seeking CAPZO credits. \nPayment must be received by April 10.

SUMMARY:National Disaster Recovery Framework and Planning for Post-Disaster Recovery
DESCRIPTION:Summary\nEveryone plays a role in disaster recovery\, both before and after an event. The National Disaster Recovery Framework (NDRF) is a guide that defines how the whole community will work together following a disaster to best meet the recovery needs of individuals and families\, communities and states.  \nHurricane Irene and Tropical Storm Lee showcased the challenges a community may face in the aftermath of an event. In this session\, we will discuss best practices and lessons learned from the post-disaster recovery plans completed in communities in Pennsylvania. Post-disaster recovery planning forms the foundation for allocating resources and provides the benchmark for progress. It promotes post-disaster organizations to manage recovery in a deliberate and transparent process.  \nThis session will introduce community planners to the concepts and core principles of the NDRF; equip planners and others involved in post-disaster recovery with the tools and techniques needed to design and execute a post-disaster planning process; and will educate planners on how to build community capacity through the post-disaster planning process. Planners will leave this session armed with a number of community recovery and planning resources. They will learn the critical steps needed to guide communities to successful recovery. They will learn how to engage local citizens in the recovery process\, and teach community members how to be engaged\, successful\, local champions who will take ownership of their local recovery planning process. \nSpeakers\n\nSheaBrianna Christilaw\nMichelle Harel\n\nCM Credits\n1.5 credits are available for this event. \nRegistration / More Information\nRegistration is not required\, but please RSVP to south@alabamaplanning.org if you plan on attending. \nTo register to watch the webinar at another location\, visit https://www2.gotomeeting.com/register/260898874

DESCRIPTION:Summary\nThis live webinar will discuss the evolution of billboard regulation from Lady Bird Johnson’s Highway Beautification Act through the current controversy concerning the nationwide proliferation of high intensity Commercial Electric Variable Message Signs better known as digital billboards (DBB) from rural Pennsylvania where there are three digital billboards in a one mile stretch of country road\, to Chicago which approved 30 DBB for $15\,000\,000 in public funding\, to Denver where DBB are completely outlawed\, to the City of Los Angeles where a new sky scraper hotel has been approved with digital wall advertising capability. It will treat DBB as the modernization of an historic nonconforming use in the context of fundamental land use concepts.  \nWe will view the issues evenly through the economic lens of the billboard companies and the aesthetic/safety lens of the regulators and conservationists. We will address the apparent paradox of local municipalities as regulators of advertising\, as lessors of public property used for advertising and as advertisers themselves; and analyze enforcement of sign ordinances and the abatement of illegal signs. The webinar will conclude with covering the recent significant court decisions that have set precedents for the legal limits of DDB\, and focus on the typical legal means by which DDB are approved. \nCM Credits\n1.5 CM credits are available for this event. Approved for Law credits. \nRegistration / More Information\nPlease let us know if you can attend this session so we can prepare an appropriate number of conference visuals and reference materials.
